The girl who keeps drinking "mouthwash" is Miss Oh/In-kyung Oh. She is one of the main characters (along with her elder sister). Her younger sister is also a main character but not as much as the older duo. Anyway, she grew up really poor with a gambling addict as a dad and a mom who didn't work. She and her older sister had to work of all the debt and pay for all the rent even when they were minors. She "needs" alcohol to function at work, she doesn't really act drunk or anything, it just gives her an escape. She eventually becomes an alcoholic like her father (like shown in this scene) but manages to play it like she isn't, after this ep though, she quits drinking and is successful. It's a very small part of the plot that she is an alcoholic but yeah.
The other girl who checks her blood alcohol level is Miss Jang/Ma-ri Jang. Ma-ri grew up sponsored by "Jeongran" society, so she had all the money in the world, and become quite spoiled. Ma-ri is one of the bad guys in the series. She eventually works for killers and doesn't care.
