Qualley's actions were more of a problem than her question about Jennie's hair, IMO. It's my understanding they are not well acquainted and only met during the event. Therefore, the combination of Qualley obviously pulling away from Jennie's attempt at the friendly gesture of doing a "kissy face" motion towards her, but then immediately grabbing & feeling Jennie's hair without consent and questioning her about it seems disrespectful. Even if not racist, it's still seems rude to grab & feel someone's hair in public, that you don't know well, and question them about it without consent.
If everyone is worried about Racism nobody's worried about anything important
i don’t think asking someone if their hair has bleached or not is racist at all. especially since she asked in a friendly way, this is way out of hand
